Russia will implement an automatic monitoring system for pollutant emissions

According to a report on the Russian Ministry of Natural Resources and Ecology on July 12, the Russian State Duma approved the law on the installation of an automatic monitoring system for pollutant discharges drafted by the Russian Ministry of Natural Resources and Ecology.

According to the law, since January 1, 2019, all large enterprises must install continuous automatic monitoring equipment in the source of atmospheric and water pollutants, and ensure that monitoring data can be obtained online. All monitoring data will be made public and will be transmitted to the Russian Natural Resources Utilization Supervision Bureau in order to cope with unexpected situations such as excessive pollutants.

The law also stipulates that enterprises must attach a plan for the installation of an automatic monitoring system for fixed pollution sources when applying for environmental related licenses, and complete the installation plan within 4 years after obtaining the license. In order to ensure the reliability of the data, relevant laws and regulations on the operation of monitoring equipment, data transmission, and continuous automatic monitoring system for pollution will be issued.
