Russian Ministry of Finance proposes to implement an ecological tax

According to the Russian media Newsru reported on August 14, the Russian Ministry of Finance proposed to implement an ecological tax to replace the current environmental pollution charges, the relevant draft law has been published on the Russian Federation laws and regulations portal.

The Russian Ministry of Finance proposes to include a separate “ecological tax” chapter in the Russian Federal Tax Code. Ecological taxes refer to the costs of air and water pollutant discharges, landfills and other environmentally hazardous activities.

Experts pointed out that the collection of ecological tax is not to implement a new charging project, but to regulate the charging. Currently, environmental pollution charges are collected by the Natural Resources Utilization Supervision Bureau of the Russian Federation. Due to the lack of enforcement measures, polluters do not have to pay and do not have to bear criminal responsibility. The environmental pollution charges are not effective, and the implementation of national environmental protection plans often requires the support of other budgetary projects. Implementing an ecological tax will increase financial support for ecological protection.
