Initiative on “Jointly Building the Green Silk Road: Developing

Eco-city Partnership”

We, interested parties of eco-city development, have realized that urban environmental protection is crucial to human existence, hereby launch the initiative on “Jointly Building the Green Silk Road: Developing Eco-city Partnership” (hereinafter referred to as the “Initiative”), aiming at building diversified partnerships, achieving the goal of mutual learning, promoting cooperation in green urban development, accelerating green infrastructure construction, facilitating the realization of the United Nations Sustainable Development Goals 2030, and jointly building the Green Silk Road.

According to the Initiative, we should follow the principles of green development, openness, inclusiveness, cooperation and sharing, and work actively to promote and deepen cooperation with all parties concerned:

1. Carry out dialogues on eco-city development policy; encourage information communication and joint research in terms of eco-city development planning and urban environmental management policy, and jointly explore an eco-city development path.

2. Promote technical communications on eco-city development; share advanced technologies of and experience in urban water environment management, air pollution prevention and control, waste management, soil restoration, and green building; promote the development of green industry.

3. Give impetus to cooperation in investment in and financing for eco-city development. Promote the system of public-private partnership (PPP), explore a mechanism of green investment in and financing for urban infrastructure construction, and promote the implementation of practical cooperative projects.

4. Establish a network for eco-city cooperation. Establish a network that all parties related to eco-city building voluntarily take part in, promotes multi-level and diversified cooperation amongst international organizations, national governments and cities at all levels, and various institutions and enterprises, and encourages carrying out work on relevant environmental protection information sharing platforms.

This Initiative shall be implemented on the basis of the bilateral and multilateral agreements voluntarily signed by relevant parties and their cooperative projects.
