Philippine Energy Corporation is the Owner, CNEEC is the EPC contractor (with the contract amount of USD 580,000,000), and Beijing Guodian Longyuan Environmental Engineering Co., Ltd. is the construction unit, and GNPOWER MARIVELES COAL PLANT LTD. CO. is the operation unit. The sources of funding include equity capital and bank loans, such as commercial loans from local banks in the Philippines, and buyer credits from the Export-Import Bank of China and other commercial banks of China.

Control of SO2 pollutant in flue gas from the coal-fired power plant.
3. Environmental standards and/or main index limits to be followed
According to the Republic Act No. 8749, the emission concentration of SO2 in flue gas shall be≤700 mg/m3.
4. Technological process
The seawater desulfurization process is adopted. It consists of a flue gas treatment system and a seawater treatment system, wherein the flue gas treatment system absorbs SO2 in the flue gas, and the seawater treatment system aerates and recovers the seawater after absorbing the SO2, so that the seawater can be discharged meeting the design requirements.
5. Environmental pollution control effects
As a newly-built power plant, the SO2 concentration in the flue gas at the inlet was≤900 mg/m3, and the SO2 emission concentration after treatment was≤90 mg/m3.
6. Social benefits
The project contributed to the control of flue gas pollutant emissions from the coal-fired power plant. It is the only development project on Luzon Island approved by the Philippine Department of Energy at present, which can alleviate the shortage of power supply in the Philippines and create jobs for local people.
7. Economic benefits
The procurement of products and services during construction and operation of the power plant can promote the development of local industries and economy.
Project significance: The installed power capacity in the Philippines is dominated by thermal power, of which coal-fired power accounts for the highest proportion and is still increasing, from 26.5% in 2007 to 35.4% in 2017. The project is the first EPC project of 60Hz 300MW coal-fired unit contracted by China abroad, the first EPC project adopting the project financing structure, and the project with the largest contract amount between China and Philippines at that time. The project will contribute to environmental protection in the Philippines and enhance the social benefits of projects undertaken by China.
