The project is invested and operated by the Owner, Harbin Electric International Co., Ltd. is the EPC contractor and Beijing Guodian Longyuan Environmental Engineering Co., Ltd. is the construction unit of the desulfurization project.
2. Major environmental problems to be addressed
Emission control of SO2 in flue gas from the coal-fired power plant.
3. Environmental standards and/or main index limits to be followed
Environmental protection standard for coal-fired power plants in Indonesia: SO2 emission concentration of flue gas≤750mg/m3.
4. Technological process
The seawater desulfurization process is adopted, which consists of a flue gas treatment system and a seawater treatment system. The flue gas treatment system absorbs SO2 in flue gas, and the seawater treatment system aerates and recovers the seawater after absorbing SO2, so that the seawater could be discharged meeting the design requirements.
5. Environmental pollution control effects
The project was newly built, with SO2 concentration in flue gas at the inlet<2,200 mg/m3, SO2 emission concentration after treatment<450 mg/m3.
6. Social benefits
The project has contributed to the control of flue gas pollutant emissions from the coal-fired power plants. The annual energy production of the power plant is about 4.355 billion kilowatt-hours, easing the power supply shortage in Java, Indonesia. The construction of the power plant has optimized the local energy structure and provided jobs for local people.
7. Economic benefits
The procurement of products and services during construction and operation of the power plant can advance the development of local industries and economy.
Project significance: As the largest economy in ASEAN with a population of more than 258 million (2017), Indonesia suffers from backward infrastructures and power shortage. The power plant is the first and only independent power plant put into commercial operation in the 35,000 MW Program (2015-2019) of Indonesia, a model green power plant in Indonesia as well as a typical project of Chinese electric power environmental protection enterprises in the countries along the “Belt and Road”. The main equipment of the power plant is designed and manufactured by Harbin Electric Corporation, with all of the major participating units from China. It is an iconic project of “Made in China” and “Built in China”.
