Flue Gas Dust Removal Project of Phase I 2×620 MW Coal-Fired Power Plant in Yongxin Township, Vietnam

1. Profile

Yongxin Township, Suifeng County, Binh Thuan Province, Vietnam.

(2) Owner:

Electricity of Vietnam (EVN).

(3) Capacity:

Flue gas dust removal of 2×620 MW coal-fired power plant.

(4) Date of operation:

Unit 1 was put into operation in July 2018 (Unit 2 will be put into operation in June 2019 as scheduled).

(5) Investment, construction and operation:

For the Yongxin Power Plant Phase I Project in Vietnam, China Southern Power Grid Co., Ltd. is the investor in the form of BOT (Build-Operate-Transfer), and the consortium of ENERGY CHINA GPEC and GEDI is the EPC (Engineering, Procurement and Construction) contractor. For the flue gas dust removal project, Zhejiang Feida Environmental Science & Technology Co., Ltd. is the EPC contractor.

2. Major environmental problems to be addressed

Emission control of flue gas particles from the coal-fired power plant.

3. Environmental standards and/or main index limits to be followed

The concentration of particulate matter emissions as specified in the contract is less than 98 mg/m3.

4. Technological process

The flue at the boiler outlet is provided with two sets of double-chamber and five-electric field electrostatic precipitators for dust removal. The first and second electric fields of the electrostatic precipitator are provided with a high frequency power supply.

5. Environmental pollution control effects

The concentration of particulate matter from the chimney was about 30 mg/m3.

6. Social benefits

The project has contributed to the control of flue gas pollutant emissions from the coal-fired power plant. After the entire power plant is put into operation, it can produce about 8 billion kilowatt-hours of electricity each year, meeting the power demand of 1.25 million local residents. More than 70% of the employees of the power plant are locals, and over 2,700 local workers are employed during the peak of the construction, thus fostering a large number of power technology and management personnel for the region.

7. Economic benefits

The power plant has brought about economic benefits to the owners, and procurement, service and engineering subcontracting jobs to the local community. During the construction and operation of the project, we cooperated with about 40 local suppliers and promoted the local economic development.

Project significance: The power plant is a demonstration project for “going out” covered by People's Daily on January 11, 2017. It is a key capacity cooperation project in the Five-Year Plan for the Development of China-Vietnam Economic and Trade Cooperation and the Five-Year Plan for China-Vietnam Cooperation on Onland Infrastructures, and also a major project for implementing the “Belt and Road” Initiative. It is also the first electric power project invested by Chinese enterprises in Vietnam in the form of BOT. During the implementation of the project, its design and construction are completely in accordance with Chinese standards, with both the main unit and the auxiliary unit made in China, making the project a model for driving “going out” of China's financing, design, equipment and construction enterprises. All environmental indicators of the project are up to or even better than the national standards of Vietnam, and thus establishing a good image of Chinese enterprises within the region.
