BEWG accounted for 80% of the total investment and UE-NEWATER accounted for 20%. The project is a DBOO (Design-Build-Own-Operate) project designed, built, owned and operated by BEWG.

2. Major environmental problems to be addressed
The effluent from the secondary sedimentation tank of Singapore Changi Sewage Plant will be subject to deep treatment to produce NEWater, so as to alleviate the shortage of water resources suffered by the local community.
3. Environmental standards and/or main index limits to be followed
Implement the NEWater quality standard of Singapore.
4. Technological process
After treatment by the microfiltration and RO double-membrane process, the influent is disinfected by UV to produce high quality NEWater.

5. Environmental pollution control effects
The daily NEWater output was 228,000t, with the water quality better than tap water.
6. Social benefits
The NEWater output of the project accounts for more than 30% of the total in Singapore. The project won the first prize of Best Water Transaction Award of the Year in the 2016 GWI Global Water Summit.
7. Economic benefits
Since the project was put into operation, its continuous and stable production has provided cheaper NEWater for the local community, played a positive role in stimulating the local economy.
Project significance: The shortage of water resources has always been a major constraint to Singapore's social development. In order to solve the problem of water shortage, PUB has launched the NEWater Plant Plan for using reclaimed water as the water resources, and Changi NEWater Plant is one of the key projects in the plan. The project is the first NEWater project awarded by the Singapore government to foreign companies and reflects the recognition of the international market on technical ability and comprehensive strength of Chinese enterprises.
