The Owner invested about MYR 983 million (about RMB 2 billion) and BEWG was the EPC contractor. It was put into operation in July 2015 and handed over to the Malaysian government after the two-year O&M period was ended in July 2017.

2. Major environmental problems to be addressed

Treatment of some domestic sewage of Kuala Lumpur.

3. Environmental standards and/or main index limits to be followed

CODCr≤120mg/L, BOD5≤20mg/L, SS≤50mg/L, NH3-N≤10mg/L, NO3-N≤20mg/L and grease≤5mg/L.

4. Technological process

Original sewage → fine bar screen → vortex-type grit chamber → oil removal tank → improved A2O (anaerobic-anoxic-aerobic) process section → sedimentation tank → ultraviolet disinfection → effluent. Based on the original oxidation pond site, the Pantai 2 Sewage Treatment Plant was transformed into an underground sewage plant and a large multi-functional cultural and sports ecological park. Several energy-saving and consumption-reducing technologies, such as biogas power generation, solar energy, sewage source heat pump, effluent reuse, waterscape lighting belt and so forth have been applied.

5. Environmental pollution control effects

For the influent, CODCr≤500 mg/L, BOD5≤250 mg/L, SS≤300 mg/L, TP≤5 mg/L, TN≤50 mg/L, NH3-N≤35 mg/L, NO3-N≤45 mg/L, grease ≤50mg/L; For the effluent, CODCr≤60 mg/L, BOD5≤10 mg/L, SS≤20 mg/L, TP≤3 mg/L, TN≤15 mg/L, NH3-N≤5 mg/L, NO3-N≤10 mg/L and grease≤2 mg/L. Nearly 70% of the original site was used for the construction of the ecological park. All of the water for scenic environment use came from reclaimed water or rainwater collected and treated by sewage plants. The lighting power is supplied by photovoltaic power generation and sludge digestion biogas power generation facilities in the ecological park. The ecological park was also provided with football pitch, basketball court, volleyball court and rattan ball court.

6. Social benefits

The project successfully solved the problem of noise and odor generated by the “urban sewage plant”, successfully created a milestone project and established an international brand of Chinese water enterprises: during the construction, it paid full attention to interactive communication with the surrounding residents and won the support of the local residents. Former Malaysian Prime Minister Najib said that the design and construction of the Pantai Sewage Treatment Plant Project undertaken by BEWG was a model of the environment-friendly project, and Malaysia actually realized “turning waste into treasure” by adopting Chinese technologies.

The construction and operation of the project can drive local economic development.

Project significance: The project serves a population of 1.43 million (about one quarter of Kuala Lumpur's population) and is the largest sewage treatment plant and the first underground sewage treatment plant in Malaysia. The project adopts underground design ideas and applies a number of world-class state-of-the-art green and energy-saving technologies.
